This is an anti-drug song in Reggae style.
It makes reference to addictive behavior in general, and the resulting consequences we
face.
All that aside, it is primarily a fun piece of music. I love this style and learned by listening first hand. Thank You Freddie Paradise, "Da fool wit da tool!"
