The second movement features the balloon as an orb-shaped string. Imagine the overtone series on a string. Then imagine this string spread out into an orb -- and there you have a balloon. The extreme flexibility of latex makes these overtones modulate up to a whole tone... and this happens in a micro-second. The string quartet part is written to match this phenomena.
