Artist History The RRQ started in July 1996 after a dream that Russell had. He immediately went to Jay Metcalf to help him organize it. By September of 1996, they were a group. They went thru many highs and lows, and in 1999, they split up and Russell became a solo act. Jay Metcalf had already seen success outside the group, along with many other band members. So we put together an organization of those artists called The RRQ & Association.
