Without benefit of a Constitutional Convention or Act of Congress the government of the United States and its subordinate economy and society have been transformed into a State Capitalism. The new regime is a partnership of top corporate and top government managers. Its principal business, as denoted by federal expenditures is militarism, military methods designed to accumulate profit and power, worldwide.
The magnitude of federal government activity and the quality of its administration is sensibly denoted by the number of employees in the crucial Department of Defense. In 1997, 288,680 employees of this department served in acquisition and contract managing capacities. Of these, 47,500 were uniformed personnel, the remainder were civilians. It is worth noting that by 1981, 83,000 were so employed. In 1988 the acquisition and related staff numbered 583,131. The 1997 figure reflects the effect of various functional reorganizations within the Pentagon |
