The song is a plea to legalise marijuanna not only for smoking but for its various medical purposes, clothing fabrics, et al. It deals with certain issues about how one dimensional the law can be to brand it illegal when it is the most natural and safest substance compared to alcohol, and heavy drugs. marijuanna is not a drug!
